Until 2008, Durham was leading the province in waste diversion - Recyling - the 3Rs.
But this year, Durham Region has cut its recycling budget because it's going to need the garbage to keep the incinerator operating.
Durham could handle its garbage cheaper, faster and better through aggressive recycling.
